As much of the industrialized world develops an increasingly clean energy economy, it smacks of hypocrisy to ship our dirty coal (and there is no such thing as clean coal) to other countries for them to burn.
Elisabeth Rosenthal's excellent article in the New York Times explains what's happening. Closer to home, these are the exact pressures coming to bear on the Cherry Point terminal development proposed by SSA Marine--and are exactly the pressures that Brett VandenHeuvel, Columbia Riverkeeper, is fighting against down on the Columbia.
